Mr. Perkins was educated at Rutland High School, and Middlebury College, graduating in 1870.
He was an Episcopalian, a Freemason and Odd Fellow; past presiding officer of all the local Masonic bodies, and of Masonic Grand Lodge, Grand Chapter an Grand Commandery Knights Templar of the state' deputy of the Supreme Council, Scottish Rite, Northern Masonic Jurisdiction, U. S. A. and President of the Runnemede Club in Windsor. Mr. Perkins was educated at Rutland High School, and Middlebury College, graduating in 1870.
